You are correct. The wind chill only applies to exposed human skin. Imo, it's kind of silly. Now, they even have "heat index" in the summer. Give me a break lol.

Wind chill and heat index are important for health reasons. Wind removes heat from the body and if the temperature is cold enough, it can cause hypothermia and other issues much quicker. Same with the heat index with issues such as heat stroke and exhaustion. But, you are right, they are silly in the sense that if you have access to indoors and comfortable temperatures, it doesn't really matter. Cold is cold and hot is hot.
