Suggestions for the run?

I am having a hard time deciding on what to put on the floor of our run. We live in WI along the lakeshore and we do get snow. I am not sure if I should use sand because it will be hard to clean in the winter. Wood chips? We can get free wood chips from our city. Is that safe? Everyone in the city can take their brush and they make into wood chips. Suggestions please! Thank you!!

I have half wood shavings and half dirt, when I clean the coop out since i pick up poo regularly the shavings aren't too full of poo so I use the ones I pull out of the coop on part of the run outside (which is nice because when it rains its not all mud and it gives the chickens a bit of something to do) then in the shady part I left the dirt because it's cooler for them and they still need their dust baths.
