sunshine and Laying

Hi All!Every morning I open my little door so my birds can go out into the run but they arent going outside.Will they lay if they dont go outside?I heard they need 8 hours a day of sunshine to lay is that right?What could I do to get them out if this is right?Thanks for the help

Actually it's 14 hours of light a day to ensure enough for laying...
