My Barred Rock, Fennel, is surely a girl, right?
She is 15 weeks old in this photo. She is now 18 weeks old. No eggs yet. The Buff Orpington, Ginger, is the same age. No eggs either. But Ginger is doing the little squat thing when they let the rooster get on them. Fennel isn't.
Judging by her features I feel like she's a she. Tiny wattle and combs. But not exactly sure how big a rooster combs and wattles are on this breed.

Yes, she's definitely a pullet! 18 weeks is still fairly young for starting to lay, so don't be discouraged if it takes a few more weeks.

If your other pullet is squatting, I would expect eggs from her soon.
 
A pretty girl!
Mine are almost 21 weeks old and 5 of the 7 aren't laying yet so don't worry, she'll get there eventually. It's better for her health if she waits anyways
