I didn't realize you were asking about quail. Apologies - I have zero experience with quail. I think there is a quail specific forum - perhaps starting a thread there would be a good option! Best of luck!

I have both but i had issues with the quail so just curious if this heater maybe better then the smaller brinsea plate i have.

The SH may give off slightly more heat than a standard brooder plate (I'm not familiar with the Brinsea one, but I assume it's similar to others). The problem with using the SH as a "brooder plate" is that you would need quite a large brooder and the ability to mount the SH so low to the ground that the birds could touch their backs to it (or get VERY close) and they would still need room to get away from the heat as well. If you have the space, it might be worth a try. The pics on the website show it being used in this way:
