Hard to know for sure, but it looks like it might be a cyst. That is an area that sinus infections can cause swelling, but that looks walled off like it might be on the skin. Does the chicken have any other symptoms?

She may have been pecked hard by another chicken. If that's the case, it would be like water on the knee and needs to be lanced. Once lanced, the liquid will squirt out, pat dry and apply neosporin to the area.
If it's some type of infection as @Eggcessive mentioned, it will have to be lanced. Then it will have to be squeezed or pushed out of the incision. Then flushed with betadine and packed with neosporin. Then continue with neosporin until healed.

I think it looks more like a cyst. Those can be hard or fluid-filled. How does it feel to you? It looks firm in the picture. How long has it been there?

as for how long its been like that, not sure since i picked her up and noticed just same day as i posted the message here
