Swollen feet

My rooster's feet are swollen. No visible lesion/scab. Vet checked for mites, but that's not 100 %. He is on metecam for the swelling and and discomfort. He is more comfortable looking when walking but the swelling is not gone. I dropped all roosting areas so he does not have far to jump (down to 6 inches high). I have seen some mention of gout and treatments of mites. What do you think when you see the image?

The rooster eats layer feed and I'm wondering if this is too much protein.
