Tail down chicken

I have a hen that has been walking with her tail down. She is lethargic and hides in the corner of the coop. We separated her from the rest and I have now done the warm soaks and mineral oil enema for two days now. She is still eating and drinking and can poop so we are at a loss of what is going on since we thought she was egg bound.
