tail down in leghorn

I have 4 white leghorns. Three of them look normal, tail up. One does not. For the past few weeks her tail has been clamped down over her butt. She's still going to the bathroom and eating fine. She's a really skittish chicken but not at the absolute bottom of the pecking order. Any ideas? Thanks.

Still no ideas? She continues on like this. I'm guessing then she's not sick it's just cosmetic?
