Tail feather pecking

I have a flock of 7 hens that we got in the spring and we’ve been having issues with one of them pecking others just above their tail feathers. It’s been an ongoing issue that I thought our rooster was doing. Turns out, it wasn’t him because we no longer have him. I have 5 girls all missing a ton of tail feathers and little bald spots just above their tail feathers. I’ve been using blue kote and no peck lotion, but as soon as it wears off, the pecking starts back up. I think I have figured out that it’s one of our buff orpingtons. Should I separate her for awhile? Every time their feathers start to grow back, she starts up again. Should I also try saddles on the girls that have missing feathers? I just can’t seem to get a handle on it.
They have a very large run, multiple feeders and waters and are often given lots of free range time and boredom buster treats.
 
:welcome Generally when this happens, It's the hen that is in perfect feather that is the culprit. Do an on site search on Pin Less Peepers they can be used to stop this practice and sometimes break the habit.
