Tail feathers?

I have six chicks (3 BR, 3 RIR) that about 9 days old. Five of them have tail feathers coming in but one of the Rocks doesn't. She is slightly smaller than the other Rocks but only slightly. I'm sure it's no big but has anyone seen this?

Well, no advice just writing to let you know one of my 6 wk old EE roos STILL doesn't have a tail, but all the rest of the flock do, so perhaps it's all on how each chick grows.
