Teach a cross beak to scoop food

Hi, I am new to chickens. I have a 4 week old cross beak who is not growing like the others and is skin and bones. She ate fine at first, but for about a week she has not been able to get the dry food in her mouth. I have been hand-feeding and encouraging her to use a nipple waterer for 3 days. Any advice on HOW to teach her to use the waterer and to scoop her food up with her bottom beak?

Some are better with pellets and others with mash. Play around with the consistency, A deep bowl helps too. If she's skin and bones at 4 weeks, it's probably a loosing battle.

Thank you. For now I will keep playing with the food. I don't want her to get much older without being able to feed herself because I will just get more attached.
