No it doesn't look 'normal' but I've seen hundreds of chick's look this way and eventually, actually pretty soon the rest of their body and feathers grow to look like how normally you'd see them look.That doesn't look normal to me. What are you feeding them?
Either way, chilled or too warm. Especially, other species of quail, like Mountain quail....too warm = pasty butt.I agree, it doesn't look like a problem, but the remainder of the feathers should catch up shortly.
if they were too cool for a while, keep an eye out for pasty butt. It seems to happen with chilled birds more often IMO.
