temp problems???

Hi i am new to incubating i got a hova-bator 1583 incubator and the temps jump from 98.4 to 100.2 i can;t get it to stay at 100.2 or 99.5 what can i do

What is the room it's in like? Drafty, hot, cold? I had to move my incubator twice to stabilize the temp. Also is the thermometer high or low in the incubator? I am not familiar with that model.
I have a digital thermometer that makes me crazy. It's up down and all over the place. The regular one barely changes at all. I have seen people in here with three in at the same time. Hopefully some one with more experience will chime in.
