So, she's just trying to keep eggs warm, even though the only eggs in the nest are decoys?
Yes, essentially. It’s a hormonal thing. It’s called being “broody”. She has this instinctive drive to sit on any eggs she can find & move to her nest— her‘s, another hen’s, or even falsies.

There’s plenty of posts about “breaking a broody” if you do a search.
It basically involves putting her into a wire bottom cage, raised up off the ground so that air can circulate around her, for several days or a week (only rarely takes longer) with nothing except food and water available. You don’t want to add any bedding at all, because to her it will be too much like a new nest.
