That's what I'm referring to. I've got the basic concept, but I can't think of a coherent story arc, nor can I decide on some of the details. I certainly can't decide on the ending. I also have serious issues creating characters.

NaNoWriMo isn't about quality. It's about writing embarrassingly bad stories just for the fun of writing them. Just take your idea and write something, and don't worry about the lack of planning.

"And then a bomb fell out of the sky and they all died sudden yet painful deaths." -My favorite ending for stories that won't cooperate.

NaNoWriMo stories are about quantity, not quality. Quality is what December is for.
