What does this mean? Is this done by just the hen or just the rooster? Crouches down low, wings open, stomps feet real fast for just a few seconds. No sound, no aggression. Strangest thing I've ever seen!

That's called squatting. It is an act of submission to a rooster. If you have no rooster they may do it for you.

Almost all my girls squat for me. I utilize this nifty feature to get to know them better as they are easy to pick up during a squat.
