Dragons roamed freely, always safe from harm, the humans weren't covering much ground so the dragons could fly all the wanted. But then there were wars, people wanted more land, more money, so then one day a group of men found a dragons nest, took the eggs, destroyed the nest, and the next day came to slaughter the mother, taking her valuable scales with them to sell.
Dragon skin coats, boots, hats, and other things were popular and expensive, so only 1,000 dragons were left after a war. The eggs also became valuable, they were big and high in protein. So the soon to become babies were being killed daily before they could develope.
Finally, a group of over 100 people decided to take it into their own hands, they protested, and finally the dragon killing businesses failed to get the required 600 dragons per year killed, so they lost their jobs.
Then the group negotiated with the dragon killers, they said that they could make other things involving dragons valuable, like selling dragons to other people for things like hunting, and protecting masses of land, and the Kings and Queens would own them, making them even more valuable. But there were rules.
You weren't allowed to abuse them, hurt them, kill them, and they were protected by law so even a small cut from a human would send them to possibly a year in jail.
