Well foals can gain more green (genetic potential) stars during games. If that clears up any confusion, which it might not.

No they can't. They keep the green stars they are born with. They can't gain any. Even in games.

Yes they can, if their genetic potential reaches whatever 100 +10 is next in a single skill.

She'd have to be really close to the next star, but I think it's possible.
