It's part of Fiesta, goes on every night during this week, actually it started last Thursday night with Oyster Bake.
It's one big party, lasting all week.
Food vendors, amusement rides, lots of different bands, parades on the river, the Cavaliers River parade and culminates with the Battle of Flowers parade. Been going on since the 1800's
ETA - Also a night parade, Parade of Lights, they use to use old kerosene torches but nowdays they use propane torches.
