Why do they not fix things during the off season?!

The water isn't broken But it has to be shut off from mid-Oct. to mid-April due to the water permit being only for 6 months. When the water gets turned back on, it has to be tested to be sure it's safe for human consumption. We're waiting to get the results back now.
