I think it depends on the season too though. 44 in fall or right after summer is freezing and I’d probably need a coat but 44 in spring right after winter or even the odd warm spell during winter I’d be like WOO HOO SUMMER! Or even think it was ridiculously hot out and probably wear a t shirt and shorts.
