Sometimes the pay at a job doesn’t make it worth it and unemployment is more in the long run. Have to factor in fuel, child care, etc. vs no fuel or child care costs and unemployment.
Unemployment can also give employers a pretty good chance at getting qualified workers back when they have jobs for them. A big printing company in the town I grew up in only had seasonal jobs. The printers were always given unemployment and that would give the company some assurance qualified/ experienced printers would come back when the company re-opened every season.
