Touhou technically isn't anime. It's a video game series.

(Note: Anime is the TV show. "Anime" is just short for "animation" after all. Manga refers to the comics. "Manga" is Japanese for comics.)
But I don't mind if you call Touhou anime, I suppose. Just so you have something to call it.

In English speaking nations, yes, anime usually refers to "Japanimation"
However, it is correct to call Spongebob an anime. But Spongebob would be an American anime.
