I'd like at least 1 soldier or speaker as well as a HighGuide in every herd, but if I'm only able to fill high spots like Advisors, Guides, and HighGuides, then we'll start anyway once the herds are around balanced.

I'm only allowing three HighGuides per herd right now, but I'll add in the fourth spot once everyone's got the other ranks filled.
