Thermal vs. Circulated air?

Are they relatively the same or is one better than the other? If I used a Thermal Air would I have to put in a fan?

If you do a search on this the main plus for circulated air seems to be that it keeps the temps more evenly. Still air is more likely to have hot and cold spots.
