Tell me what you think is it a Roo or Hen

This bird was one of the smallest when we got it from thee feed store as a chick. Now it is kinda on the bossy side and to me is resembling a little roo. They are almost 4 months old now. If it is he is gonna have to find another place to live. Neighbor wont much care for crowing (nor will I). I could go chuck him over the fence at my friends house. I'm sure he would love that. If any one could help me out I would appreciate it very much.
