With no expected snow load you might be able to use cattle panels several ways really.

Are cattle panels cheaper than hardware cloth or chicken wire?

You have to cover them with hardware cloth. But potentially cheaper, easier, faster than wood framing.

You'd be better to have roosts all one level generally. Everyone wants to be highest usually.

Have you taken a look at Craigslist? You may be able to get a lot for your money if the coop is used, but still in good shape. Know someone bought a nice coop and run with 5 or 6 beautiful layers from a guy who was moving to a new city and would have to live in an apartment for a while. Might have to know someone with a trailer to move it.

Now this wouldn't stop snakes but wow, cheap and easy solution. Add hardware cloth and boom.

You could hang a huddle box in there, lose zero floor space, and comfortably house several. I'd look at tearing that roof off, cutting it in half, and using half to enclose a side. Very cheap.

Nah, keep the roof intact and get other material for sides.
