This is my little one.

we put a band aid on his legs yesterday.in case he has splayed legs.he swims around in his box.with his wings.and uses his beak to pull himself.its as though he has no use of his feet and legs
 
Yes, I see, thanks for the pics. His feet are turned sideways. Has he ever had broken legs? That's not necessarily splaying though that degree of foot twisting can be caused by prolonged splaying which he hasn't had. It can be caused by genetic spraddling, or perhaps a deficiency caused abnormally soft bones, which could be dietary (it'd have to be the mothers' diet at his age, not his diet, at fault) or genetic (perhaps lacking the ability to utilize his nutrition properly, but that's unlikely at this stage).

Personally I am betting on genetic spraddling, as feet like that could have prevented him hatching causing his earlier issues, and it's almost a guarantee that he hatched with this issue.

You need to correct those feet as soon as you can or the bones will get stuck that way. MySweetChickens, good on 'em, has already provided you with photos showing what sort of footwear he needs. It can be improvised various ways, but, be careful of putting sticky things straight on his foot or taking them off too quickly as his scaling is very delicate at this age.
