The issue of "why was there a camera there" might be cleared up by the fact that the camera-person was filming the skateboarders and presumably turned to the scene when the guy honked.

(Granted, I did not listen to it with sound.)

Even it it were staged, I fell for it and was cheering for her. The guy got a face full of karma.
