Thought I had a cockerel, but wondering now...

Pretty sure this is a cockerel (mixed breed). But he’s at least 12- 13 weeks and I don’t see signs of hackles or sickles. Thoughts?

It's a little early for saddle feathers just now. But the darker red wing bar is a male specific trait.
