Thought I had a hen....

I thought this little guy was a hen, now I'm leaning toward a tom. It fans out tail feathers, struts around. But I'm still not convinced it's a boy as others have said that hens will do the same when they're young. Does anyone have any opinion on based on this and his picture? (The blue on his feathers is from an earlier treatment of blu-kote, the other turkeys ganged up on it as it's the runt)

That's a Tom. I have had adult hens display but never the poults.
