I've noticed that he hasn't been eating as much as he used to. But there was a day where he did eat a lot so I thought he was fine. When I took him out in the morning he seemed okay, but later at night he was pretty much drooping and inactive. I checked and he had no food in him. I tried getting him to drink some electrolytes but he just laid there in a sickly manner. He won't eat any food. I read I should try using oatmeal with water?

No. If he can't eat or digest, giving him more won't help. Need to find out what is wrong. In the meantime, go to tractor supply or your feed store and buy a small bottle of Bovidr Labs Poultry Nutri-Drench or Pet Nutri-Drops. These emergency nutritional supplements don't need to be digested. They mainline directly to the bloodstream. 50% uptake in 30 minutes, 99% utilization. I have used them on my dogs and birds for over a decade. Great stuff. Very concentrated. Just several drops by mouth every to 10 hours as needed. Put in water at rate of 2cc"s per gallon. I put it in my chicks water for the 1st 2 weeks to get them off to a a strong start. The Poultry Nutri-Drench and the Pet Nutri-Drops can be used interchangeably ( same dosage and usage instructions) per a conversation I had with the science techs at, Bovidr Labs.
In that same conversation...if your local sources are out of these formulas, Bovidr Labs told me that tho their formulas are created or different species, they all meet the scientific requirements for a universal dosage. So if you need to, in a pinch, you can use one of the other formulas like Goat. with the same dosage and usage as for the Poultry and Pet products. Here's a fuller explanation:

Whatever is wrong with this bird ,it needs strength to live. That's why the Bovidr Labs formulas were created.
