Tight leg band issue

How am I to remove a super tight leg band? It's not impeding circulation or walking, but I've obviously left it on too long for my snips to remove it. Does anyone have a creative & safe way to get this thing off?! Any personal experiences?

Metal or plastic band? Seamless, riveted or butt end?
