Could be a niacin deficiency 2 weeks is around the time they show symptoms usually once started on Niacin or Brewers yeast it rights itself pretty quick. Some times it can show up as a neurological problems and also weakness in the legs where they will literally go lame. very important to treat asap. Plain Niacin 150 meg per gallon of water or 1 tab of brewers yeast to a cup of feed. used daily till 10 weeks of age. It has to be plain niacin mixed well in water or nutritional yeast or brewers yeast not baking yeast. If your using chick starter which most of us have to use it doesn't have the amount of niacin that water fowl need and some seem to need more than others.
Then I would treat as a niacin dif. Please let us know how she is doing. and safe for your other duckling to have it too.There wasn't anything in the brooder that she could have gotten hurt on.
