Time needed for Houdan's crest to grow out?

I have a pair of Mottled Houdans I'd like to show at our county's fair in January. Right now they're housed with a few dozen other young pullets their same age (17 weeks). The cockerel's crest is too thin now, it seems that somebirds are plucking feathers out of the middle and he has a bald spot. It could be his flockmates that share his pen (but he's the only cockerel in there), or it could be the young meat cockerels that share the yard and sometimes free-range together with them.

If I want him to look his best by mid-January, when should I begin to house him in a separate pen? Should I house him along with the Houdan pullet? I want to show them in the same cage at the Fair.

Keep in mind that we're in sunny South Florida, average winter temperature is about 66 degrees I think. Thank you for your imput.
