Tiny Black Bugs with clear wings

Hi everyone, I have 2 chickens and the coop is covered in these bugs. I have spent countless hours trying to identify them but can't figure it out. I am hoping someone here will have some knowledge and direct on how to properly treat this infestation. I purchased a new coop but do wish to take care of this problem so it doesn't repeat. Thank you for your time.

It looks like a type of midge but I can't be sure. My recommendation is to catch several in a small jar and take them to the nearest University Biology Department and ask them to identify or even your local ag agency should be able to do it for you. I would be very interested to hear what it actually is. Good luck.
