Tiny Plymouth Rock rooster not growing

I have a 6 month old Barred Rock no comb just long legs and big feet. He is tiny what is wrong with him..He is with his dad in photo. He was the only survivor in an incubation off eggs and he was given to me. They where from my eggs and father and hens really healthy.
