I feed her medicated starter food the one with her is fine she has access to plenty of good food and water I clean her pen once a we and she has sand to scratch

Can you take her to a vet familiar with chickens? She looks fluffed up, very pale, and lethargic from the picture. At that age, she could have coccidiosis, but there also could be some type of organ failure that is affecting her. First, I would give her some electrolytes or Poultry NutriDrench, and hold water up to her beak to get her drinking. Has she been drinking or eating at all? How long has she been sick? Is she having any diarrhea? Can you check her skin for mites? They can suck blood and cause anemia. If a vet is not possible, besides giving her electrolytes and water, I would get some Corid and trewt her for coccidiosis.

The medicated food is supposed to treat coccidiosis she has been eating and drinking plenty her poop looks fine

Medicated feed can help prevent coccidiosis, but it's not a guarantee and it certainly does not contain enough medication to treat an outbreak. For a bird that has been overwhelmed by the protozoa, Corid is recommended.
