Titan Brooder - very hot to the touch

I purchased a Titan brooder for my first hatch. I currently have been using the KH Thermo-Peep heat pad and thought they might need more. This plate is super hot in the center. I mean burning hot as in I cannot leave my hand on it. Is this normal? I realize that the center is supposed to be the warmest part and it gets cooler closer to the edges but is this safe for my babies?

Mine is the same. My ducks have been fine under there since day 1
