To Cull or not to cull?

I recently introduced a 4 month Pullet to my mixed flock comprised of 3 month pullets after a quarantine period. Unfortunately, she went beyond the normal pecking order behaviors and was seeking out each bird to give them a firm peck. She sought out one of my pullets and pecked then poor thing so severely that she bled.
The rest of the chickens get along great and have no issues. However, this new chicken is an oddball it will escape its run to roost in trees and chase other hens around the run. I kept them separated for a week where they could see one another but were seperate. And upon this reintegration she went on another pecking rampage. Should I cull her? I wonder if this breeder I purchased the bird from knew she was problematic. Thoughts?
 
What breed is new hen compared to current residents. Some breeds do get kind of vicious, BUT I would NOT recommend such drastic move as cull just yet.
Can you return to breeder for different hen (different breed maybe) :idunno

I haven’t considered calling the breeder back to exchange birds. Maybe I should do that first. I haven’t considered rehoming her because I don’t want to pass the issue on to another flock.
I rather not have to cull her but I don’t see her integrating into the flock, at this time.
