That is true.

Duckling has been whining about her right elbow hurting on and off for three weeks!!
When she isn't complaining, I twist and bend it. She says it is fine. So, no injury. It's not seeming like a growing pain after all this time either.
Other things to know.
I have been telling her parents about UTIs for... I think since just after birth.
Stinky crotch, cloudy urine, little bit of blood, odd urinating habits. Odd meaning that she says she has to, but can't. Seems in pain. Tinkles in her panties, but didn't know she went.
Can that cause this?

Unsure of elbow unless it is a chronic condition such as gout or tendonitis with flare ups... but the untreated UTI needs addressed! Long term infections can result in damage to bladder and kidneys, not to mention the secondary discomforts associated with it. I would make a phone call to Child Protective Services (anonymously if you want) and explain to a representative what you are dealing with/seeing. I understand you are in a bad position with no established legal rights but her health should trump any potential pit falls. With the descriptions you have given about her dead beat parents I wouldn't put it past them to try to blame someone else (with you being their favorite target) for any neglect which has happened but it doesn't change the fact that her well being needs to be first priority. The CPS should be able to provide you with direction to get her the treatment she needs and will understand that you are trying to protect her.
I know you are worried about them retaliating through restricting access to her, and I know that would tear you apart, but if they are causing or neglecting to provide medical care for health issues then it is time to rock the boat.
I'm sorry if my stance seems harsh but I won't beat around the bush...:(

:sick Duckling tossed her peanut butter crackers into the trash in the living room (it was empty otherwise). I was putting a movie in, and she came over eating the crackers.
Children are gross.

Yes - that sounds like a UTI - and having random pain SHOULD be ruled out to make sure it's nothing serious.

My kid had swollen lymphnodes for like a month from a cold - and I made the doctor check him out just to be sure since they stayed swollen for so long. I cannot understand taking kids to the doctor. The walk in clinic knows my family by name, due to having 4 kids. The only one who hasn't basically had an emergency at this point in the last few years, is my oldest. the younger kids... have had a bunch of stuff sending them to the DR.

Ear infections, a toe infection, sinus infections, the flu, strep.............. LOL

Kids get sick, they NEED a doctor if symptoms don't resolve on their own after a few days. :/

The more you post about her parents, the more I hate them.

I know you don't drive but you do get to go shopping sometimes??

I would get a urine multi dip stick test. They tend to be used by diabetics and will detect protein and blood (and sugar) in the urine. If the urine has protein and/or blood there is cause for alarm. If she is having UTIs they need not only be treated but investigated as recurrent UTIs always have a cause (one is ok, 2nd is investigated). What ever the cause be it physical or "other" it needs to be stopped.

Want me to have some sent to you?

Edited to say:
