Toes Fused Together

I would attempt the surgery with one minor alteration- DO NOT USE -CAINE DRUGS ON BIRDS! It can kill your bird. Other than that it looks straight forward. You should probably do it ASAP because I will bet there is more success when it is done young. I would also be prepared to put a cardboard & tape and/or splinted boot on the bird's feet to straighten the toes afterwards. There isn't much point in separating the toes only to have them be all crooked after.
