Toledo Ohio and Lambertville Michigan Laws

I live in Toledo and have 6 hens and my friend lives in Lambertville Michigan (Monroe County) and has 21 hens. We have both been searching for information on laws and ordinances on keeping poultry in the city and can't seem to find anything. I did find Toledo allows after you get a written 'something' from a health inspector - but I have not idea who I need to call or even what this means.
Is there a link somewhere where I can find the information i'm looking for? I couldn't do a search on this site to see if someone already asked this question, sorry. Thank you in advance for any help or direction you can give me. KIM

That is EXACTLY what I was going to say. Read this forum, it talks about the Right to Farm act for Michigan. Basical it doesn't matter what any city/town or zoning laws say, your friend can have chickens as long as they are being cleaned, well cared for and that she has some attempt to sell eggs or something. I have no answers for Ohio though, I'm sorry.
 
Any updates on the legality of chickens within Toledo city limits? I have found conflicting information - 1. permissible with a written variance from the city health inspector or 2. Up to a maximum of 10 hens.

I have tried calling the Mayor's office...but no returned call.

Any help?? :)
