Tom with no Snood

Hello I just got a almost 1 yr old BR Tom and he has no snood. When he fans out it, the spot it should be swells a little. It appears it was there at one point because it looks like it healed in that spot. The people I got him from said he never had one and it may be genetics that he doesn't. Have been unable to find any info on this. Does anyone know if it is possible to be a genetic thing? Or more liking an injury when young? Thank you!

Could have gotten pulled out when young. There is a genetic possibility as well.

I have a royal palm Tom the same way. His is possibly genetic as he doesn' even have a bump where a an old should be
