Keep Phil away from them, like you said they could kill him, he will continue to do this because he doesn't know what he is a duck, dog or cat etc. If he had another duck he would be waddling around all day with a buddy. Believe me dogs and duck/geese don't mix well when it comes to a fight, my dog got my gander thank goodness it was through the dog door opening so he only got feathers but my mini dachshunds killed one of my ducklings here last year. and he had been around out ducks since he came here at 8 weeks old. 4yrs. Phil knows no way to behave. you can begin to pen Phil down like another duck would do to him for correction but not sure if it will work or not.Phil keeps trying to pick fights with the dogs and cat.
