Too many clears

Day 15 and I candled 18 clear eggs out of 26 eggs. Depressing. Although, it looks like 8 eggs are alive and doing well. I guess the rooster didn't get it done. Super depressing.
 
What are your ratios? I have 3 Roosters to 40 hens and I lose a good third of my hatching eggs due to clears. It's a bummer because it seems like the ones I really WANT to hatch (varied flock so I can tell with some eggs) end up clear.
 
I would have at least 6-8 roos with 40 hens and that would be a bare minimum...and no all in the same pen.
All of my roosters get along, the only way for me to add a new one is to raise it up in the flock. I'm just getting into hatching, so if I get serious about hatching eggs (and I'm starting to), the breeding birds will have smaller ratios. For right now..I'm just hatching layers for myself, and a bunch of roos that will need to relocate. lol I meant to clarify in my earlier post that I do understand WHY I'm having all those clears. The boy's can't keep up!

I purchased the eggs and I don't know what the Rooster/Hen ratio would be. My guess would be a low Rooster ratio at this point or old eggs. Either that or they're using protection.
