If it is really important to have all pullets, the only way to do that is to buy started pullets. Even buying sexed chicks, the accuracy is only guaranteed at 90%. Chickens are tricky to sex.
If you must have hens, pay the extra $ and buy young hens who are old enough that there is no question about the gender.
I actually think it is cheaper to pay the extra and get exactly what you want. No costs of raising, only to discover that some of them must be re-homed. No need to buy twice as many chicks as you need, and even then maybe not getting all the hens you need.
