I feel like Phil gets bored during the day and I don't want him getting depressed or anything so how do I keep him entertained? He can't spend all day outside (predators). Do dog toys work for ducks? Maybe other bird toys?

Does Phil have a mirror? you can find bird safe ones in the pet aisle at walmart of any Pet store will have them. I also gave mine a dog kong, since my dogs didn't like it. they bite at it and push it around when I put it in their pool.
 
All birds seem to love mirrors, so that's a good start. Look in the bird aisle at your local pet store for furry, stringy toys. My duck loves anything with strings of fabric or straw. She also likes paper. Anything shiny and reflective is a good option too.
 
I have one lone duck as well. Can a mirror make her think she has a friend or is she to smart for that?
I don't think it will pass as a friend but it will help her to maybe feel not so alone, getting your duck a friend would dif be better. I have a pretty large mirror inside my geese's house they are such hams they love to look at themselves in the mirror.
