transitioning to outside

Hi!

We are first time chick owners (5 chicks) and have a question about transitioning our chicks to outside. They are 4 weeks old and not quite fully feathered. We are in Oregon so the low this time of year is around 40 and the high around 60. When can we start to move them outside? They are currently in our basement with a heating plate but they never really go under it anywhere.

My are 4 weeks old and they're already outside. We get low of 55 but inside the coop it stays around 75
